Department of personnel work and office-work

Goal:  The main purpose of the Department is to organize effective work on personnel issues, documentation support and maintenance of the Agency's archive.

Tasks: Main tasks of the Department:

-     organization of effective personnel work in the system of primary vocational education, staffing the Agency with the necessary personnel, personnel accounting and systematic analysis;

-     organization, management, coordination, and control of record keeping in accordance with approved requirements for document flow and the work of the archive of state bodies.

Functions: In accordance with the assigned tasks, the Department performs the following functions:

Personnel work:

-     Develops drafts of regulatory legal acts and other documents regulating the recruitment, evaluation, motivation and development of personnel.

-     Develops proposals for improving personnel performance in the Central administration, subordinate institutions, and educational institutions of the system.

-     Maintains records of personnel and undertaking a systematic analysis of personnel.

-     Manages personnel records: issues local regulations on the movement of personnel, maintains personal files, employment records of nomenclature employees, draws up employee labor contracts, annual labor and other types of leave for nomenclature employees established by law.

-     Organizes activities related to evaluating the performance of civil servants and competitions for filling vacant administrative public posts.

-     Determines the training needs of civil servants, organizes work on their training and development (including hardware training).

-     Organizes competitions for filling administrative public positions.

-     It offers measures to encourage and motivate employees to achieve their goals through performance evaluation and capacity building.

-     Prepares materials for submitting employees of the Agency's system to state awards.

-     Maintains a database of personnel movement, awards and penalties, granting vacations, taking time off, and vacation reviews.

-     Conducts work on the calculation of work experience.

-     Monitors compliance with the qualification requirements of employees included in the Agency's nomenclature (qualitative composition).

-     Conducts a staff turnover analysis of the Agency's nomenclature employees.

-     Prepares (fills in) temporary disability forms.

-     Issues official identification cards for employees of the nomenclature.

-     It is responsible for the safety of personnel documents and their transfer to the Agency's archive for storage.

-     Monitors labor discipline and compliance with internal labor regulations by employees of the Agency's Central office.

-     It provides an initial assessment of the information provided by state civil servants in their declarations.

-     Implements measures for methodological support and monitoring of personnel work in the Agency's subordinate institutions and educational institutions, and advises Agency employees on personnel issues, basic office management, and labor law issues.

-     Reviews suggestions, applications and complaints from citizens, and letters from organizations on issues within the Department's competence.

-     Document management and archiving:

-     Creates an annual work plan for the Agency's Board based on proposals from departments and organizes its work.

-     Registers incoming and outgoing correspondence and monitors their execution.

-     Carries out the reproduction and distribution of incoming documents.

-     Organizes control over the execution of orders from higher-level authorities, management decisions, and documents submitted to the Agency for review.

-     Supervises the administration of records in subordinate institutions and educational institutions of the Agency.

-     It ensures the constant operation of the AVN program.

-     Organizes activities related to the provision of performing discipline.

-     Takes measures to streamline document flow and keeps records of the volume of document flow.

-     Participates in hardware, operational meetings, meetings and maintains minutes.

-     Ensures the creation and functioning of the Agency's archive.

-     Provides translation of documents and draft normative legal acts from the official to the state language.

-     Develops the nomenclature of cases, monitors its correct formation in the departments of the Agency's Central office, and prepares materials for timely submission to the Agency's archive.

-     Develops proposals on the issues of ensuring a unified system of record keeping and archival management in the Central office, subordinate institutions, educational institutions of the system.

The head directly directs the activities of the Department, bears personal responsibility for the implementation of tasks assigned to the Department, ensures the organization of work and proper service discipline.
