Analysis and International Cooperation Department

 Objectives:   The main objective of the Department is to develop measures for the implementation of the state policy in the field of primary vocational education, to analyze, monitor and evaluate its implementation, as well as to coordinate international cooperation of the system.

Tasks: the main tasks of the Department are:

-  development of measures and actions for the implementation of state policy in the field of primary vocational education;             

-   conducting regular analysis, monitoring and evaluation of the implementation of state policy in the field of primary vocational education and providing the Agency with high-quality and reliable data;               

-   preparation of proposals, recommendations on the development of policies in the field of primary vocational education, including the regulatory framework;               

-   development of measures for improved effectiveness of international cooperation.               

 

Functions: In accordance with the assigned tasks, the Department performs the following functions:

-   analyzes draft normative legal acts, agreements, memorandums to be concluded on vocational education for compliance with current legislation in the field of primary vocational education ;               

-   drafts action  plans in main development  areas of the system of primary vocational education in accordance with national and international programs and take measures for their implementation;               

-   analyzes the activities of the Agency, educational organizations, subordinate institutions and submits the analysis outcomes to the Agency management;               

-   monitors and evaluates the implementation of the government programs, concepts, strategies, international projects and prepares policy briefs based on the  monitoring results;               

-  develops tools for monitoring and evaluating the effectiveness of the primary vocational education system performance;               

-  analyzes cooperation with international partners and develops proposals (recommendations) based on the results of the analysis;     

-  attracts experts, consultants, and other international specialists on the development of primary of vocational education.

The Department is headed by Gulzada Zhumalievna Asanbaeva

The Department Head organizes the work of the department and bears personal responsibility for proper implementation of assigned to the department tasks and functions.

-  prepares analytical reports on the implementation of government programs, drafts current and future plans of the Agency's activities, is involved in drafting provisions, statutes, regulations and other legal documents on core business issues, monitors the executionby educational organizations of strategic education plans.

 Lead specialist  Burul Nasipbekovna Chokoeva

- develops proposals and recommendations for partnerships with international organizations under current legislation and signed agreements, makes proposals for intergovernmental negotiations on attracting and using financial and technical assistance from international and donor organizations , monitors , collects, analyzes and provides information on the activities of international and donor organizations.

- drafts analytical reports on the implementation of state programs, generates and maintains an up-to-date database of statistical data on the system, collects data on financial costs for the main activities of primary vocational education, prepares required information on the main activities of the Agency.
